EU ETS in the Maritime sector will apply to all vessels calling at any port of 22
“sea facing ” EU countries, plus Iceland and Norway. The fundamental entity that EU
ETS will be connected to is the Union Registry and the country in Europe where the
ship management company is based. This country will be the Administering Authority
(AA) in the context of EU ETS Legislation. For the non-EU-based Management
companies, whose vessels in 2024, will call for the first time during the last four
years in European ports, the AA remains fundamental in a more critical manner as in
many cases, this will be assigned at the end of the “MRV/EU ETS” year.
ETSdesk has evaluated and analyzed the risks created for overseas companies having
an AA and Registry/MOHA Account assigned at the end of each ‘MRV/EU ETS” monitoring
year. To mitigate the risk caused by this, we have already contacted all these 24
AAs to obtain sufficient knowledge of the specific documents and processes needed
for a non-EU ship-management company, to obtain a “last minute” AA and a Registry/
MOHA Account.

considered your Nominal Registry Administration

will be the assigned Registry Administration for each Monitoring
year, will be a challenging task.
